what are the urbanistic rules, in Italy, and precisely in Veneto region, to consider for a new building made to contain coworking offices?

I don’t think you’ll find something specific to only one region, Veneto in this case, but rather a national legislation.

Gli spazi adibiti a Coworking devono rispettare due regole principali:
(i) la prima concerne la destinazione dei locali, i quali devono essere adibiti ad uso ufficio.
(ii) la seconda riguarda il rispetto delle normali norme di sicurezza (decreto legislativo 81/08).

If you read italian, this one is very interesting:
Secondo un’indagine di Confartigianato, in Veneto ci sono tremila capannoni abbandonati…
So insteed to make a new building, why not consider the requalification of abandoned buildings to benefit from regional subsidies?
